What Is Project 2025?

Project 2025 is a presidential transition plan developed by the Heritage Foundation. Far beyond typical transitions, the plan would politicize the federal government. The extremist, 900 page policy agenda includes a plan to recruit, train, and place loyalists and ideologues who would replace up to 50,000 civil servants—more than 10 times the number for ordinary transitions.

While much of the commentary on Project 2025 focuses on its conservative policy goals, the Charles F. Kettering Foundation, in alignment with its mission to counter authoritarianism, is focused on the threat it represents to democracy. Project 2025 would greatly expand executive power, create opportunities for corruption, prioritize ideology over policy, create chaos within the government, and result in a long-term loss of confidence in government.
